Cuepacs want new govt to maintain previously promised civil servants' initiatives

KUALA LUMPUR: Cuepacs has called on the incoming unity government to maintain the four initiatives promised by the previous administration to civil servants, including the Special Annual Salary Increase (KGT) of RM100 from January next year.

The three other initiatives are the Special Financial Assistance of RM700 also from January next year, Special Financial Assistance for Pensioners (RM350) and Special Aidilfitri Assistance of RM600 from March 2023.

The president of the umbrella body of public sector unions Datuk Adnan Mat said the four initiatives were promised through the 2023 Public Service Prime Minister's Commission on Nov 7.

"The initiative was among those promised by the government (at that time) as an employer to civil servants, and thus it is not appropriate to withdraw it just because there is a change of government.

"Unfortunately, it must be implemented according to the previously announced date," he said in a statement here.

The 15th General Election (GE15) saw a change of government led by Datuk Seri Ismail Sabri Yaakob to a Unity Government headed by Datuk Seri Anwar Ibrahim as the 10th Prime Minister.

Adnan stressed that Cuepacs does not want a repeat of the same situation as in 2018 when the initiative promised by the previous government was not fulfilled following a change in leadership and administration after the 14th General Election.

He said among the initiatives that remains only a hope as of now is the KGT salary increase which was promised to take effect on 1 July 2018.

"Another initiative that has not been implemented is shortening of 'time-based' promotions for a second time, reduced from 13 to 10 years as promised with effect from 1 Jan 2018. Likewise with the addition of Grade DG56 for Education Ministry teachers.

"It is not appropriate for this to happen because as an employer, the government cannot withdraw the initiative after all the sacrifices made by civil servants in carrying out their responsibilities as the machinery of the national administration," he said.

Adnan said the term lightning never strikes twice should not be in the dictionary of civil servants because the disappointment brought about in 2018.

Therefore, he said, Cuepacs hopes for the prime minister's consideration and wisdom to continue in maintaining the initiatives announced by the previous government.

"At the same time, Cuepacs is confident that all Members of Parliament would support the prime minister during the mini budget tabling on Dec 19," he said.
